Access to public buildings has long been extremely difficult, if not impossible, for many disabled people and, in particular, wheelchair users. There are times in most people's lives when access is an obstacle to overcome - people with arthritis or a heart condition, elderly people or those with temporary disabilities for example. It is only recently that these issues have found their way onto government agendas.
Today there is guidance in place to ensure access for disabled people is provided. The Disability Discrimination Act is an Act of Parliament which provides advice on what should be done to achieve ‘access for all’. Building Regulations Part M (England and Wales) and Section 4.2 of the Technical Handbook (Scotland) prescribes how to achieve ‘access for all’ in new build and refurbishment projects, setting the ways in which accessibility must be tackled at the design and build stages of a public area.
BS8300:2001 gathers all the relevant standards under one ‘umbrella’ to ensure that every aspect of disability is taken into account in building design. If your building both meets the requirements of the DDA and complies with Part M/Section 4.2 of the Technical Handbook (Scotland) then it has reached the Standard BS8300.

The Disability Discrimination Act 1995 (DDA)
There are estimated to be around 10 million disabled people in Great Britain, yet it is only in recent years provisions for a sufficient level of accessibility have been made. The 1995 Disability Discrimination Act was the first of its kind to call for gradual improvements in the way that the owners and property managers of public buildings achieve equal access for all members of the public.
Part M Explained
Addressing the needs of all people, including those with disabilities, in accessing and moving around buildings. These regulations set the standards for buildings to be accessible and hazard-free wherever possible.
Part M (England and Wales) and Section 4.2 of the Technical Handbook (Scotland) of the Building Regulations was introduced in an attempt to ensure that all commercial buildings were suitably equipped for the needs of disabled people.
